clio-relay 1.4.25

This patch preserves each cluster's configured relay environment when querying public owned-session status and exact start-operation status over non-login SSH transport.

It fixes released clients failing with clio-relay: command not found while recovering an owned remote-session start. Scheduler and cleanup policy are unchanged: relay and scheduler jobs remain preserved unless cancellation is explicitly requested.

Focused session-lifecycle tests, release metadata tests, Ruff, Pyright, lock verification, package build, and Twine artifact checks passed locally.
