This patch restores the release lint gate after v1.4.4 exposed one Ruff import-order failure in the JARVIS MCP validation test. No production behavior changed from v1.4.4.

The 1.4.4 availability work remains intact: persisted per-cluster worker capacity, a server-authorized reserved control-query lane, bounded JARVIS queries, fresh immutable remote-MCP evidence, generation-safe worker status/restart semantics, secure-runtime preflight, and relay-only idempotency for generalized virtual MCP tools.

Focused verification passed: the exact Ruff reproduction, four release identity/policy assertions, lock validation, package metadata checks, and distribution construction from the exact v1.4.5 tag.
