This anonymous unrefereed preprint release contains the revised synthesis,
three technical dossiers, 16-claim ledger, 37-source identity audit,
standard-library certificate code, a frozen synthetic CPUE licence workflow,
post-review sensitivity analysis, deterministic tests and producer-side replay
receipts.

The release is a versioned public research object. It is not independent
reproduction, formal verification, field-specialist review, editorial peer
review, exhaustive novelty or priority assessment, operational validation, or
evidence that the proposed licence improves science, policy or productivity.
