Status: candidate research infrastructure — not a policy-result release

This release makes the Policy Identification Observatory software, schemas,
package verifier, documentation and one methodological exemplar publicly
available for scrutiny and reuse.

The included exemplar remains:

  • identification determination: INCONCLUSIVE
  • terminal status: REJECTED_INSUFFICIENT_RIGOUR
  • novelty status: UNASSESSED
  • truth_certified: false
  • Evidence Press scientific package: none

The exact tagged commit is
bce903acc144a300924932ac10bb6f5bf2329823. Its clean committed-tree replay
passed 210 ordinary tests, 210 optimized interpreter/import/collection smoke
tests, the separate assert-independent optimized controls, and the registered
case gates. These are repository-reported internal assurance and reproducibility
checks. They are not independent external reproduction, formal verification,
human peer review, novelty assessment, causal validation or scientific
certification.

The Evidence Press Observatory page
is an infrastructure overview with a two-minute audio briefing; it is not a
scientific release package for the non-ready exemplar.
