This release publishes the stopped identification audit as a positive
measurement result.

Central finding

England's public aggregate housing series document a substantial shift from
owner occupation to private renting, but the registered observation map cannot
uniquely attribute any share of that shift to rising top resources. The result
does not establish either a positive or a zero causal effect.

Included

  • 30-page anonymous preprint and LaTeX/BibTeX source;
  • Python source, pinned dependency lock, and 135-test suite;
  • frozen IDENT-0, Gate A, offline-replay, and partial-ID reports;
  • seven open official inputs with receipts and OGL attribution;
  • derived public-accounting tables and deterministic figures;
  • CC0 dedication for original project material;
  • public assurance, authorship/disclosure, provenance-redaction, and integrity
    records.

Excluded

  • the supplied Stevenson thesis and project-planning bundles;
  • proprietary, safeguarded, EUL, and address-level data;
  • cached literature PDFs;
  • private Git history, personal commit metadata, and local-path manifests.
