fix(download): replace EMA with windowed average for smoother gauge

  • Switch smoothedMbps from running trimmed-mean (caused freeze) to
    windowed average of last 15 samples (~500ms at 30Hz)
  • Keep EMA only as fallback when rawSamples < 3
  • Expose both trimmedMbps and smoothedMbps via record return type
    so callers can choose which value to use for final result
  • Fix thread scaling: add 1s cooldown and rawSamples >= 3 guard
    to prevent premature thread spawn before data is available
