Stable Identifiers preset for Spec Kit.

Makes Spec Kit identifiers (FR/SC/CHK and task T-numbers) sparse and permanent:
groups start at a multiple of 1000 and step by 10, inserts use the gap, removals
leave permanent holes, and nothing is ever renumbered or re-issued. Widens the
taskstoissues match to accept IDs longer than three digits.
