Add Normalized Prefix Hamming Distance as a built-in metric for
length-prefixed binary vectors (C++, C99, Python). Eliminates the
~500MB Numba dependency and change_metric() hacks after load/view.

Also fixes pre-existing MAP_FAILED build error on Windows (MSVC)
introduced by the v2.24.0 upstream merge.
