Two reasons. First, nobody reviews placement reports weekly — the waste accumulates in thousand-row reports no human reads, and mobile-game accidental taps quietly consume 30–60% of Display budgets. Second, Performance Max ignores campaign-level placement exclusions entirely — only account-level exclusions (created in customer_negative_criterion) apply to PMax, which means most advertisers' carefully built exclusion lists do nothing for their biggest black-box campaign type.
This script fixes both: automated weekly detection (pattern blocklist + performance rules), with exclusions routed to campaign level for Display/Video and account level for PMax.
