A Windows desktop utility that answers "what is using this port?" and
lets you release it safely.

Install

Download ZeroPort.exe below and run it. No installer, no Python,
no admin rights needed. Right-click it and Send to -> Desktop for a
shortcut.

Windows SmartScreen will warn you the first time, because the binary
is not code-signed. Choose More info -> Run anyway, or verify the
checksum below first.
