First public CLI-first v1 release of Telchines.

Status: GitHub release is published. PyPI publication is pending trusted-publisher configuration; tracked in #65. The packaging fix for bundled benchmarks is being prepared as v1.0.1, so publish that patch release rather than rerunning the old v1.0.0 tag workflow.

Highlights:

  • Stabilized the documented 1.x CLI surface.
  • Promoted package metadata and versioning for public distribution.
  • Added version support for tel and telchines.
  • Documented install, quickstart, providers, adapters, evaluation, compatibility, and release process.
  • Added CI and PyPI publishing workflows.
  • Formalized external retrieval policy and adapter contribution contract.

Workflows included: repair, triage, retrieval, waveform inspection, spec-to-SVA generation, DUT-to-cocotb generation, coverage planning, and benchmark evaluation.
