CWA REST alert-record parser fix

• Parse the live CWA REST API dataset/records/record structure as independent alert records.
• Restore each alert's official issue time, validity period, description, strong-wind level, and expiry handling in Home Assistant.
• Retain compatibility with flat and nested dataset XML forms.
