add top-level hdrl import, bump to v1.0.3.post7

Adds hdrl/ package that re-exports from cpl.hdrl, enabling
both import styles: "import hdrl" and "from cpl import hdrl"

Also relaxes requires-python to >=3.9 (wheels still built for 3.12+)
