IPICO DBF File Output (#167)

• New DBF writer that outputs IPICO chip reads to .dbf files compatible with race timing software
• Configurable output directory and file rotation settings

Forwarders Tab (#168)

• New "Forwarders" tab in the receiver UI showing all connected forwarders with live status
