Bump version to 1.0.0

The codebase has matched the v1 scope from docs/PLAN.md since
2026-05-04 (all eight phases shipped, ≤ 1 ULP transcendentals, full
SMIL backlog closed) and now also covers the post-v1 review's IEEE
754 §5.3 / §5.10 quantum gap (commit 67964c8). Stamping 1.0.0 makes
that feature-completeness explicit.
