💡 What
Updated multiple instances of fs.readFileSync(...).toString() to fs.readFileSync(..., 'utf8') across @expo/cli, @expo/config-plugins, expo-brownfield, and pod-install.

🎯 Why
By default, fs.readFileSync returns a raw Buffer. Calling .toString() on the buffer allocates memory for the buffer, parses it into a string, returns the string, and leaves the buffer to be garbage-collected. Passing the 'utf8' encoding directly to readFileSync bypasses this intermediate buffer creation, returning the string directly.

📊 Impact
Reduces unnecessary memory allocations and slightly improves execution speed when reading files during CLI and plugin operations.

🔬 Measurement
Ran the full test suite and lint checks for the modified packages to ensure no regressions in file reading behavior. All tests passed.
