- Move FileFlux.CLI from src/ to cli/ folder
- Remove CLI from NuGet publishing in CI/CD workflow
- Update Directory.Build.props to mark CLI as non-packable
- Update FileFlux.sln with new CLI path
- Update test project reference to new CLI location
- Simplify README by removing CLI installation section
- Update project structure documentation

CLI is now local testing tool only, not published to NuGet.
NuGet packages: FileFlux.Core, FileFlux (src/ projects only)
