The seconds of a time of day are no longer reported as a phone number. With seven fractional digits (the .NET
round-trip "O" format, 10:24:03.5968830, or a TimeSpan such as 00:00:02.5551234) the Japanese and Korean
landline patterns and the streaming PII guard read the seconds as a phone number, so a log line or a tool result
carrying such a timestamp was flagged (and redacted in a stream). The phone patterns now treat a digit run joined by
a hyphen or a colon to another digit as part of a longer number. Behavior change, besides the fix: the streaming
guard no longer reports a phone-shaped slice of a longer digit run (an order or build number), and the Korean
patterns now find a phone number written directly against Hangul (연락처02-1234-5678로), as the US/Japanese ones
find (555) 123-4567 and +1-555-123-4567 with the parenthesis and the plus sign included.
