Closed because FuzeInfra branch publication was rejected by the checkout-local github-actions credential override. This credential half-pair is discarded; a fresh pair will be generated after restoring GH_TOKEN-backed Git authentication. |

Adds strict namespace/name-scoped ciphertext for the FuzeQuality database/API bootstrap and GHCR pull secret. Both resources use Argo sync wave
