Closed because the companion FuzeInfra push was still authenticated as github-actions[bot]. This half-pair is discarded. The workflow checkout will use persist-credentials:false so GH_TOKEN is the sole publisher credential. |

Adds strict namespace/name-scoped ciphertext for the FuzeQuality database/API bootstrap and GHCR pull secret. Both resources use Argo sync wave
