Patch release — packaging fix only, no API changes.

Fixed

• Editable install (pip install -e .) now correctly packages the top-level
  regnetagents_langgraph_mcp_server and regnetagents_langgraph_workflow
  modules via [tool.setuptools] py-modules. Previously, installing outside
  the repo left the regnetagents-server console script broken
  (ModuleNotFoundError: No module named 'regnetagents_langgraph_mcp_server').

Data licensing note (added 2026-10-03). This release's source archive includes TCGA tumor-state network files (models/networks/tcga/) derived from the Bioconductor package aracne.networks (F. M. Giorgi), which is distributed under a Columbia University software evaluation license (non-commercial academic research use only): https://bioconductor.org/packages/release/data/experiment/licenses/aracne.networks/LICENSE. These files are not covered by the MIT license, which applies to the RegNetAgents source code. v1.2.11 (https://doi.org/10.5281/zenodo.23128584) and later do not include these files; install them from Bioconductor with scripts/setup_tcga_networks.py.
