Port-in-use kill, config file support, headless logging.

Changes:

• Kills existing process on port before starting (configurable)
• Optional config.json for port and do_not_kill_existing settings
• Headless: logs to file only, stderr when attached to terminal
• Exponential backoff with healthy-run reset
