Parmesan 3.0.1 is the official source-available licensing release.

It adds PolyForm Noncommercial License 1.0.0, a limited consulting-use exception, and release validation that requires both licensing documents. Other commercial uses require a separate written agreement. This patch does not change the PGX/database/tool contract.
