The stdio MCP connection now starts even when Chrome is not running. Core tools, docs, and prompts remain discoverable; tool calls return host_unavailable until the Chrome host connects. Clients receive a tool-list change notification when the host appears or changes, so configured site tools can be refreshed.

The bundled adapter SDK now includes its Apache-2.0 license and matching package metadata.

Validation: 39 targeted tests, typecheck, and release build passed.
