CARBON Lite 0.1.5 — upload metadata fix

Adds the required interface.capabilities array for Codex-format submissions. Packaging now validates capability declarations. 22 tests passed. MIT licensing and skills-only architecture unchanged. Portal re-upload is still required.

CARBON Lite is now MIT-licensed: commercial use, modification, redistribution, and sale are permitted under the MIT notice requirements. Includes Jay conversational entrypoints, explicit testing-target guidance, and Developer Tools listing metadata. Skills-only with no MCP server. 20 automated tests passed. Marketplace approval is separate.

Original CARBON Studio submission unchanged.
