• agent-brief now also hands BCQuality articles to the design roles
  (al-architect, al-spec-agent, al-planning-subagent) when they run as
  subagents: up to 10 articles matched against the project and the brief, to
  consult before deciding, cite next to each decision they shape and list under
  "BCQuality references". No gate: design roles record no disposition per
  article. Before, only reviewers received the selection, and design subagents
  read articles by hand.
• The BCQuality selection (reviewers and design roles) honours the project opt-out:
  with external.bcquality.enabled: false in aldc.yaml nothing is discovered,
  scanned or added to the brief.
• When the BCQuality plugin is not installed, the session-start warning gives both
  install commands (claude plugin marketplace add https://github.com/microsoft/BCQuality.git,
  then claude plugin install bcquality@bcquality) and Claude offers to run them in
  its first reply; it installs only if the user agrees.
