Describe strategy

Added

• feat: Add describe strategy, which skips only the remaining tests in the describe block where the failure happened. The skipped scope is always the failed test's immediate parent describe, independent of per-suite configuration. Note that this widens the FailFastStrategy type and the strategy property received by the onFailFastTriggered hook, so TypeScript consumers exhaustively switching over that value may need to handle the new member.
• feat: Apply failFastBail per describe block when the describe strategy is used. Failures are counted separately for each block, so a block is skipped once it accumulates the configured number of failures on its own. The spec and run strategies keep counting failures globally.
