Fix: PHP now honours the TZ environment variable.

PHP does not inherit the container's TZ setting, so date() ran on UTC even when the container clock was correct. The blackout window was evaluated against UTC hours - a configured 21:00-07:00 window blanked the display 17:00-03:00 in America/New_York.

Both entry points now call date_default_timezone_set() from TZ (defaulting to UTC), which also keeps the window correct across DST transitions.

No configuration change required: set TZ on the container as usual.
