One diagnostics fix for inherited locals.
An included script that checks an inherited local before supplying a fallback definition — the usual if "`x'" == "" local x ... adapter shape — was told the macro was used before it was defined. The merged symbol table kept the later same-file definition, which hid the parent definition that was already in scope.
Inherited locals are now recovered at file entry from the resolved scope chain, before undefined-macro diagnostics are rewritten. Forward includes within the current file keep their existing position and program-scope checks.
Regression coverage reproduces the adapter/include/fallback sequence and confirms that warnings are still reported across do/run boundaries, for definitions after the call site, and for program-scoped parent locals.
