Move rtl_shaper into a lib subpackage. Sublime loads every Python file at
a package root as a plugin of its own, so a root-level module imported by
another is loaded twice; the reviewer flags such imports.

Name the Package Settings submenu and the palette settings entry
RTLAssistant, matching the package name rather than a prettier form of it.
