Add a feature-complete JSON lexer for splitting up elements from potentially incomplete input, as well as classes for streaming decode of JSON elements from arbitrary sources.

Rewrote JsonLines to use the new streaming code, so it is now more robust. The new code can read input where the JSON for a single top-level element may span more than one line. It only requires that there is at least a newline or carriage return between each element. Although JsonLines files are supposed to have each element all on one line, it sure seems like a lot of them in the wild don't!
