Confirmed both issues and opened #13028. The npm packages were missing the update-instructions file that disables self-update. The PR adds it to both the platform packages and the wrapper packages, so npm/pnpm installs direct users back to their package manager. Disabling self-update alone does not silence the version warning. The PR also adds the requested setting: [settings]
