TW04-LocalServer.exe - This is for local (LAN) use, it just runs the server and webui without having to type commands.
TW04-MasterServerPatch.exe does the same thing as make_pnach.py but with the ability to change the master server IP and install the .pnach file to an install of PCSX2.
