chore(pipeline): build JDKs sequentialy for Windows images

This change sequentializes JDKs builds for Windows images to avoid hcs::CreateComputeSystem errors. (Cleaner version of the changes replayed during Weekly 2.570 and 2.572 docker controller image releases)

This pipeline change is passing here and has been used in recent weekly releases, merging to prepare LTS 2.568.1 backport.
