Skip update offers for unstamped checkouts; stamp dev builds -dev.<hash>

Update_Checker skipped unstamped "{{VERSION}}" installs only when
WP_DEBUG was off, so a WP_DEBUG dev site was offered the first release
as an update over its own git working copy. Drop the WP_DEBUG escape.

bin/build.sh now strips the tag's leading "v" and stamps
<tag>-dev.<hash>. PHP's version_compare() sorted a bare -<hash> suffix
as older or newer than the release depending on whether the hash began
with a letter or a digit; "dev" always sorts as a pre-release, so a
local build is deterministically offered its own release.
