The gate's marker file is invisible to the user; the to-do list is not.
Instruct the agent at every surface (the /until command, the
commandments-until skill, the gate-set announce, the held-stop hold, and
the mid-work triage) to add each condition/parked task to TodoWrite and
mark it complete when the condition is met — so the user can see what is
holding the agent.
