The routine measured its stretch in journal ENTRIES, and a message is itself an
entry — so six replies earned another reading of the checklist and it fired at
every stop with nothing changed. It now paces on tool calls: work the agent did,
never words it said.

`Hook::workMovedOn` is where that lives, so any hook can pace a line the same
way rather than each inventing it. It marks through `Counter::movedBy`, and the
first asking is always owed, since a reader who has never been told cannot be
repeating. Applied to the paced line only — a worker waiting on you, or work
left open, still speaks every time.

The stop question follows the same shape: asking SETTLES it for a stretch, so
"nothing new" is answered once instead of at every stop.

`Journal::quietFor` counted on read, so asking twice in one call added one and
the nudge then named a number nothing had measured. Counting is its own verb
now, and the question can be asked without changing its answer.
