An orchestrator has the whole context, which is exactly what makes it certain. A
reviewer with a narrow view and no stake is the only reader who can say that a
thing is well built and the premise underneath it is wrong.

It reads the RECORD first and the code second — the journal is its input, and
read-only to it — and judges premise, then correctness, then elegance, in that
order. A finding must be falsifiable: file, line, what would have to be true,
and how to check. It fixes nothing; a reviewer that starts editing has become a
builder with an unearned opinion about priority.
