ND primary-law database release — v1.3.0. Ships opinions.db plus the primary-law corpus DBs (constitution, rules, statutes, admincode) and ag_opinions.db as separate assets. This cycle: Westlaw seg-B batches 2–7 (600 opinions → authoritative West text), ~232 pre-1997 opinions promoted to their West bound text (court syllabi recovered), new precedential_status column (SCHEMA Contract 4) flagging Rule 35.1 table dispositions, and P59 proofing-fix recoveries. See CHANGELOG-data.md for corrections in this cycle. Verify each: shasum -a 256 -c .sha256
