Custom Version Support for jetbase new Command

You can now specify a custom version number when creating new migration files using the -v or --version flag:

jetbase new "create users table" -v 1

Creates:V1__create_users_table.sql

jetbase new "add email column" -v 2.5

Creates: V2.5__add_email_column.sql
If you prefer the previous behavior, simply omit the -v flag and a timestamp-based version will be generated automatically:

jetbase new "create users table"
Creates: V20260111.143022__create_users_table.sql
