v2.5.0 - Fix handler priority (run before TShock)

Critical Fix

• Changed NetGetData hook priority from int.MaxValue to int.MinValue
• In TerrariaApi, handlers run in ascending priority order
• int.MaxValue was running LAST TShock was reading the original version and rejecting the client before our rewrite happened
• int.MinValue now runs FIRST version rewrite happens before any other handler reads the buffer
