v1.108.154 — surface CLI subcommand

New jcodemunch-mcp surface [--json] prints the tool-surface schema receipt — the same block get_session_stats reports as tool_surface (v1.108.153): active surface/profile, visible vs catalog tool counts, estimated schema tokens for each, schema_tokens_avoided, and the heaviest tool schemas. Built for consumers with no MCP session (the jMunch Console renders it as the Tool surface cost card on its Config screen, v0.8.84). Loads config before computing, scans nothing, read-only, instant.
