Fixes an issue where you would get an error if setuptools was not already installed.

Changes

• setup.py now imports setuptools directly instead of falling back to the removed distutils, so a fresh environment installs cleanly.
• Fixed the version string format produced by the release workflow.
• Added PyPI trove classifiers (Production/Stable, Python 3.9, Systems Administration).

Validation improvements

• Better .bes XML validation options in besapi, with examples/validate_bes_xml.py demonstrating them.
• Restored the simple export_all_sites example alongside the more complex plugin variant (now export_all_sites_plugin.py).
• Added error handling around validation.

Repo tooling (no runtime impact)

• Added mypy, flake8, codespell, pyroma and pydocstringformatter pre-commit hooks and fixed the issues they reported; removed unused imports and updated pylint rules.
