Move pricing/configuration to a capabilities knowledge base (JSON files) in prompture/infra/rates and remove hardcoded per-driver pricing fallbacks. Drivers now define MODEL_PRICING as an empty dict and rely on models.dev live rates + the per-provider JSON KB (added azure.json and moonshot.json; updated other rate files with tokens_param). CostMixin no longer falls back to driver MODEL_PRICING or _PRICING_UNIT and returns 0.0 when no live rates exist. Discovery now uses get_kb_models_for_provider() to statically list KB models when API listing fails. model_rates.py: added tokens_param support, overlays KB fields onto models.dev data, and exposed get_kb_models_for_provider(). Updated async drivers to remove legacy pricing unit logic. Bumped package version, updated examples/tests and various drivers/comments to reflect the new pricing/config flow.
