This release adds notice-body recovery, source provenance, body-resource archiving, and reproducible completeness auditing.

Research boundary

The 27 research-relevant missing-body records correspond to early monthly settlement-parameter notices preceding the confirmed 2005-09 boundary of the parallel official structured dataset.

Parameter-value analyses should therefore use 2005-09 as the recommended sample start unless independent primary-source validation is completed.

All 6,473 parameter events remain automatically generated candidates pending event-level manual validation.
