Patch Changes

• f57cc67: Rotate the pinned OpenSpec CLI executable from 1.13.0 to 1.13.1 inside the unchanged v13 window (>=1.13.0 <1.14.0), and project the two 1.13.1 contract additions: change-list namespace directories (nested entries plus top-level hygiene warnings) are excluded from every actionable change inventory — Changes, Dashboard, search, Store content, and the change-list transports — with the warnings rendered as direct-plane evidence on the Changes page, and the local task-line reading plus toggle write-back now mirror the CLI's widened checkbox semantics (all CommonMark and ordered markers, indented sub-tasks, single-token markers, CRLF tolerance) so Kanban phases, CLI task counts, and divergence evidence stay aligned.
