• Browser recovery now reports material availability and network errors directly, without clearing the round's resume binding or misreporting every failure as an unfinished-page mismatch.
• A missing local resume binding can be restored only after the original signed plan, current resume material and successful browser recovery evidence all match. Changed or released bindings remain blocked.
• When an older round's resume has been replaced, recovery explains how to preserve its history, confirm ending the remaining platforms, and select current materials for a new round.
• Recovery errors distinguish checks that changed no state from failures after a browser receipt was saved, so agents do not repeat an already recorded browser observation.
