Fixed

• When the read-only observation limit is reached while binding a platform
  session, the error now carries the work id and the exact recovery commands:
  a final verified observation can still close the work with its preserved
  nonce, or the work can be cancelled explicitly. For read-only work already
  in reconcile_only, the suggested next action is now that final submission
  instead of a begin that would be rejected.
• The pause prompt shown when the Chrome window cannot be uniquely confirmed
  now tells the user exactly what to do: close the extra Chrome windows and
  keep only the one Job Agent uses, then reply to continue.
• Re-running a platform login after a cancelled login bind starts a fresh
  bind instead of leaving that platform locked for the rest of the round, and
  the cancelled-work notice now names the re-login command that restores the
  platform.
