AIWG 2026.7.9 - "Release manifest publish gate"

This patch release supersedes v2026.7.8, whose GitHub npmjs.org publish
workflow stopped in the full test gate before publishing either aiwg or
@aiwg/cockpit to npmjs.org.

Highlights

• Keeps the v2026.7.8 Cockpit merged-console and issue-question label changes.
• Fixes a stale release-manifest test that assumed
  v2026.7.1-announcement would remain the first release entry forever.
• Leaves the release manifest ordered newest-first while still protecting the
  Fortemi preview announcement's presence and content.
