AIWG 2026.8.11 - Reliable refresh and discovery

AIWG 2026.8.11 restores two installation invariants: refreshing a project keeps
every installed bundle intact, and deploying a framework leaves discovery ready
to use. It also completes the Codex context-budget hardening and incorporates a
community contribution that repairs Cockpit's nested test dependencies.

What changed

• aiwg refresh --all redeploys every selected installed bundle through the
  active package's verified deployment pipeline. It preserves desired provider
  artifacts and will not run cleanup after a deployment failure.
• Fresh and repeated aiwg use operations rebuild and synchronize the Fortemi
  Core framework cache. Default discover/show works immediately without a
  manual aiwg index sync repair.
• The packaged prebuilt index is validated at its real installed location,
  including manifest, schema, graph, backend, checksum, and item-count checks.
• Codex provider deployment retains bounded dispatch metadata that keeps the
  intended 25-skill kernel and quick-reference surface within provider context
  budgets.
• Cockpit's web package and both lockfiles now align with the repository's
  Vitest 4 dependency line, contributed through GitHub PR #140.
• Doctor and deployment integrations retain finite but load-aware timeout
  budgets, eliminating false release failures while preserving fail-closed
  discovery validation.
• Release-preview tests use isolated temporary provider state for deterministic
  local and hosted validation.

Verification

• A real four-bundle refresh retained sdlc, aiwg-utils, agent-loop, and
  rlm, along with all 124 deployed Claude agents.
• Fresh and repeated deployment discovery returned live results; the final
  release package contains a validated 3,257-item framework index.
• Packed-install policy, release discovery parity, package budgets, generated
  artifact lint, type checking, and canonical repository CI passed.

Upgrade

Install all AIWG packages at version 2026.8.11. After upgrading, ask your
coding agent to refresh AIWG for the provider you use, then verify the provider
reports the intended kernel and quick-reference skills.

Rollback

Roll all three npm packages back together to 2026.8.10, then redeploy the
project's provider assets and regenerate its context files.
